Coated steel tradeFR Doc. 2026-22351Amended order, published November 2, 2026

Commerce cut the dumping margin on Galvasid's coated steel from Mexico to 14.54% from 24.09% after a court ruling

After a trade court ruling, Commerce cut the dumping margin on Mexican coated steel to 14.54% for Galvasid, from 24.09%, and to 14.29% for all others.

The Commerce Department lowered the antidumping duty margin on corrosion-resistant steel from Galvasid S.A. de C.V., a Mexican producer, to 14.54% from 24.09%, and the margin for every Mexican producer and exporter not named in the order to 14.29% from 17.42%.

Corrosion-resistant steel, which Commerce shortens to CORE, is flat-rolled steel coated with zinc, aluminum or their alloys, such as galvanized sheet and coil. An antidumping duty is an extra duty on imports that Commerce finds are sold in the United States below fair value, and the margin is that gap as a percentage of the price. The amended margins apply from October 29, 2026, and Commerce published them in the Federal Register on November 2.

The change follows a ruling by the U.S. Court of International Trade, the federal court that hears appeals of trade remedy decisions. On July 24, 2026 the court told Commerce to recalculate Galvasid's margin without the adverse inference it had applied because Galvasid did not report its U.S. freight and insurance revenue separately. An adverse inference lets Commerce fill a gap in a company's answers with figures unfavorable to that company. Commerce dropped the adjustment in a redetermination on September 22, the court sustained it on October 19, and the all-others rate, which Commerce derives from the investigated companies, moved with it.

Galvasid's margin fell to 14.54% and the all-others margin to 14.29%

Mexico's coated steel faces two orders. The antidumping order targets prices below fair value. A countervailing duty order targets foreign government subsidies, and Commerce set that rate at 13.26% for Ternium Mexico and for all others. Galvasid's subsidy rate was 0.00%, so its shipments are excluded from the countervailing duty order.

Where both orders apply, Commerce lowers the antidumping cash deposit by a subsidy offset so the same subsidy is not counted twice. In the December 2025 order, that brought the cash deposit for all others down to 4.32% from a 17.42% margin, and Ternium's to 1.07% from 14.17%. The November 2 notice lists the amended margins and says Commerce will send revised cash deposit instructions to U.S. Customs and Border Protection. Galvasid's December 2025 cash deposit had no offset and equaled its 24.09% margin.

A cash deposit is collected when the steel enters, and the final duty is set later, after an annual review if one is requested.

Imports from Mexico fell to $18.0 million in the 12 months to August 2026, from $801.1 million

In the 12 months to August 2024, the United States imported $801.1 million of coated flat-rolled steel from Mexico under tariff headings 7210 and 7212, according to Census Bureau trade data. That was 13.9% of the $5,769.3 million imported from all countries. In the 12 months to August 2026 the figure was $18.0 million, or 0.6% of $2,903.5 million.

The monthly series shows when the drop came. Imports from Mexico were $64.02 million in January 2025 and $33.16 million in February. They fell to $26.44 million in April, the month Commerce published its preliminary antidumping determinations, and to $4.07 million in June, the month the Section 232 steel duty rose to 50%. They have stayed under $3 million a month since September 2025 and were $2.11 million in August 2026. The trade figures do not separate the effect of each duty from other causes.

Imports from all countries fell 49.7% between the two 12-month periods. Imports from four countries named in the orders, Mexico, Vietnam, Brazil and Australia, each fell more than 96%. Imports from Taiwan, where the all-others antidumping rate is 10.85%, fell 13.0%. South Korea is not among the ten countries in these orders, and its share rose to 19.6% from 10.1% as its imports held near the earlier total.

The other nine countries keep the rates set in December 2025

The December 2025 notice issued antidumping orders on coated steel from ten countries, and a companion notice issued countervailing duty orders on four of them. The amended Mexico rates leave the other countries' rates unchanged.

The order covers coated coil 12.7 mm wide or wider and qualifying straight lengths

The order covers flat-rolled steel clad, plated or coated with corrosion-resistant metals such as zinc, aluminum, or zinc-, aluminum-, nickel- or iron-based alloys, painted or not. It covers coil 12.7 mm wide or wider, and straight lengths that meet thickness and width tests: under 4.75 mm thick and at least ten times as wide as thick, or 4.75 mm and thicker, wider than 150 mm and at least twice as wide as thick.

Iron must outweigh each other element, and carbon must be 2% or less. Steel coated in Mexico and then cut, slit, painted or otherwise processed in a third country stays inside the order. The order excludes steel plated or coated with tin, lead or chromium, such as tinplate, and lists other exclusions. Commerce states that the written description decides coverage.

Exhibit 6. The case record

From the preliminary duties of April 10, 2025 to the amended order of November 2, 2026

  2. The Section 232 duty on steel rises from 25% to 50%

  3. Commerce publishes its final antidumping determinations

  4. Commerce publishes the antidumping and countervailing duty orders after the ITC finds injury; Galvasid's margin is 24.09% after a ministerial error correction

  5. Proclamation 11021 sets the Section 232 rates on steel articles and derivatives at 50% in most cases

  6. The Court of International Trade sends Galvasid's margin back to Commerce

  7. Commerce recalculates Galvasid's margin without the adverse inference

  8. The court sustains Commerce's recalculation

  9. Amended margins of 14.54% for Galvasid and 14.29% for all others apply

  10. Commerce publishes the amended order in the Federal Register

The Section 232 duty on steel rose to 50% from June 4, 2025

Section 232 of the Trade Expansion Act of 1962 lets the president adjust imports that threaten national security. Proclamation 10947 raised the Section 232 duty on steel from 25% to 50% from June 4, 2025. Proclamation 11021 set the rate for steel articles listed in its Annex I-A at 50% in most cases from April 6, 2026, applied to the full customs value of the product.

On coated sheet from Mexico, the antidumping deposit, any countervailing duty deposit and the Section 232 duty can apply to the same entry.

A customs broker can confirm which apply to a given product.

What to ask on a coated steel quote

  1. Ask the supplier for the mill and country of origin of galvanized or other coated sheet and coil, including where it was melted and where it was coated. Material coated in Mexico and slit in another country is still inside the order.
  2. Ask whether the price includes the Section 232 duty and any antidumping or countervailing duty deposit, and which company is the importer of record, since that company owes the duties.
  3. If you import coated steel yourself, a customs broker can confirm the cash deposit rate in force for a given exporter once Commerce's instructions reach Customs. A trade attorney can advise on scope questions and on whether to take part in an annual review.

The revised cash deposit rates come later, in instructions to Customs

Commerce's notice gives margins, and the revised cash deposit rates, including the offset-adjusted rate for all others, come in later instructions to Customs. The notice says Commerce must suspend liquidation of entries until there is a conclusive court decision, so the margins could change again if the judgment is appealed. The notice leaves Ternium's margin unchanged.

The Census figures are general imports under headings 7210 and 7212, as published when checked on November 4, 2026, and can be revised. Those headings include products outside the order, such as tinplate, and leave out alloy-steel coated products that enter under other headings. Customs value is the price of the goods before U.S. duties, freight and insurance. A price on a particular order also carries the service center's markup, cutting, freight and any surcharge, so the trade data say little about what one coil or bundle of sheet will cost.
